A regular monthly meeting of the Town of New Hope Board of Aldermen/Town Council will be held on Tuesday, August 27, 2019 at 7:30 p.m. in the New Hope Town Hall, 121 Rockcrest Road, New Hope, Collin County, TX 75071, in accordance with the following:
A G E N D A
Item 1. Call to order and Roll call.
Public Comments. A person may address the Council on items not on the printed agenda. Comments are limited to three (3) minutes per speaker with 45 minutes total time for Public Comments. The Town Council may not comment or deliberate regarding such statements or comment during this period. Any discussion of the subject must be limited to a proposal to place the subject on the agenda for a future meeting.
Item 2. Consent items:
• Approve the Minutes of previous meeting(s)
• Accept the Treasurer’s report(s)
Item 3. Presentation by TxDOT representative Gerald Waltman regarding construction on FM 1827.
Item 4. Discuss and take action to adopt the Town’s Annual Budget for fiscal year beginning October 1, 2019 and ending September 30, 2020 (FY 2019-2020) and approve Resolution No. 2019-006-R reflecting the same (if tabled at the August 26, 2019 special called Town Council Meeting).
Item 5. Discuss and take action to ratify the tax increase included in the adopted Annual Budget for FY 2019-2020 (if tabled at the August 26, 2019 special called Town Council Meeting).
Item 6. Discuss and take action to adopt the Town’s tax rate for tax year 2019-2020 and Ordinance No. 2019-004, adopting, fixing, and levying a tax of $0.23 per $100.00 of valuation of taxable property in the Town of New Hope for tax year 2019-2020 sufficient to meet operating and maintenance needs of the Town and payment of all other contractual obligations of the Town for fiscal year beginning October 1, 2019 and ending September 30, 2020; and providing an effective date.

Item 8. Report from Road Commissioner Terry Sanner.
Item 9. Report from Park Commissioner Sandra Sanner.
Item 10. Report from P&Z Commission Chair Jess Herbst, including status of proposed CZO revisions and meeting with the Census Bureau regarding the 2020 Census.
Item 11. Report from Media and Communications Committee Chair Jennifer Gray, including status of policy and procedures for MMC.
Item 12. Report from Event Planning and Coordination Committee Chair Kimberly Barrow.
Item 13. Discuss and take action to appoint a director of the New Hope Cultural Education Facilities Finance Corporation to replace director Alexandria Hull.
Item 14. Items for future discussion.
Item 15. Set or confirm date(s) for next Town Council meeting on September 24, 2019; and workshop dates for the following:
- Agenda procedure
- Park reservation policy
- Revisit schedule fee for permits and applications.
