Today is Texas Independence Day and Gov. Abbott is opening the state back up effective Wednesday, March 10, 2021.
Texas Governor Greg Abbott made the “statewide announcement” Tuesday afternoon that it’s time to open Texas 100% and he ended the mask mandate.
“Under no circumstance can someone be punished for not wearing a mask,” said Gov. Abbott.
By next Wednesday, March 10 all business of any kind can open at 100% and ending statewide mask mandate.

The failures of our energy grid and lack of communication provided to the public during Winter Storm Uri were unacceptable and those responsible for the operation and management of our energy grid will have to answer for the glaring collapse experienced last month.
With many Texans working to recover from last month's winter storm, and even more still looking for answers, I will be hosting a live telephone town hall to provide information regarding the ongoing investigation as well as details about the resources and programs that may be available to your household or business.

TOWN OF NEW HOPE TRASH COLLECTION SURVEY - TIME’S RUNNING OUT - LAST TWO DAYS!! We value your opinion and appreciate your time.
The purpose of the survey is to consider going to a single trash collection service to help keep our roads in good condition. Larger trucks, such as trash trucks, can be quite heavy and cause direct deterioration to our roads. Given the high number of trash vendor options, these trucks are continuously on our Town's roads. The Town Council will review survey responses in the next monthly meeting, on April 27, 2021.
Please take advantage of any of these options because we want to hear from as many folks as possible before April 27, 2021, when survey results will be presented during the regular monthly Town Council meeting.

Grayson-Collin Electric Cooperative is ready for the winter weather and officially entering storm mode. We have taken the precautionary measures to be able to provide the best services to you, our members - given the winter storm warning.
We are working alongside with the Electric Reliability Council of Texas (ERCOT) to monitor grid conditions. Here is what we know so far from ERCOT:
- ERCOT is ready for the weather and does not expect to issue rotating outages
- ERCOT is under watch through Sunday, February 6
- ERCOT modeling shows a record winter peak to hit Friday morning, exceeding last year's peak electric use across the state. They still expect to have sufficient reserves to meet electric needs across the state.

New Hope residents sample ballot
Two amendments to Texas’s state constitution will be on the ballot on May 7.
The addition of both of these amendments was authorized by the Texas State Legislature via joint resolutions. A simple majority approval from voters would mean the current Texas Constitution has been amended 517 times since being drafted in 1876.
Here is a breakdown of what the language of these ballot propositions say and what they mean.
Proposition 1 - What it says: "The constitutional amendment authorizing the legislature to provide for the reduction of the amount of a limitation on the total amount of ad valorem taxes that may be imposed for general elementary and secondary public school purposes on the residence homestead of a person who is elderly or disabled to reflect any statutory reduction from the preceding tax year in the maximum compressed rate of the maintenance and operations taxes imposed for those purposes on the homestead."
What it means: In short, this amendment would lower the property tax rate for elderly and disabled homeowners in Texas.
Homeowners in Texas who meet this criteria have a ceiling for the taxes they pay for maintenance and operation expenses for elementary and secondary public schools. Complexities of this tax ceiling have rendered homeowners who are disabled and/or over the age of 65 unqualified to benefit from tax reductions that were passed into law by the Texas State Legislature in 2019. This amendment would essentially extend this tax relief to them.
Proposition 2 - What it says: "The constitutional amendment increasing the amount of the residence homestead exemption from ad valorem taxation for public school purposes from $25,000 to $40,000."
What it means: Homeowners who experience financial hardship as a result of the death of a spouse have legal recourse that makes it unlawful for creditors to sell a debtor’s home. This feature, called “homestead exemption,” can also provide tax relief to these widowed homeowners.
State law has a limit for the amount of market value homeowners are able to reduce from their homes when paying school property taxes: $25,000. This constitutional amendment would increase the limit to $40,000.

Congratulations, America—Monday marks the 246th commemoration of the day the Declaration of Independence was adopted by the Second Continental Congress.
The Congress actually voted to separate from Great Britain two days earlier, and possibly didn't sign the document until August. Some argue the US didn't really become a country until we began operating under the Constitution in 1789.
Still, since then, the country has grown from 13 colonies with about 2.5 million people to 50 states and 14 territories with a population of more than 330 million. The economy has swelled to roughly $24T. Advances in public health—public sanitation, the germ theory of disease, and more—have cut the child mortality rate from more than 45% to under 1%, and our citizens live 35 years longer on average.
We've built almost 4 million miles of paved roads and more than 5,000 public airports. More than 2.7 million miles of power lines electrify the country, with about 85% of households having access to broadband internet and 92% having at least one computer. In 1800, 95% of the population lived in rural areas, and now about 83% live in urban areas. The US has also been responsible for more than 800 human visits to space—the most of any other country with a space agency.
While there will always be challenges to face and improvements to make, we've come a long way since the beginning. Here's to the next 246 years.

TIME TO CUT BACK WATER USAGE
July 16, 2022 – 9:15 p.m.
The North Texas Municipal Water District (NTMWD) is requesting that those receiving water purified by NTMWD reduce their water use immediately, especially outdoor water use. The NTMWD Wylie Water Treatment Plant Complex had to cease producing water at one of its four water treatment plants unexpectedly on Saturday, July 16 to perform critical maintenance required to return the plant back to full water purification capacity. All customers in the region are strongly encouraged to conserve water and reduce outdoor watering until further notice is issued by NTMWD. This call to action is due to water production quantity, and not water quality – the water is safe to drink and use.
NTMWD supplies significant volumes of wholesale water to communities across most of Collin County, Rockwall County, north Dallas County and Kaufman County. Portions of some adjacent counties are served by NTMWD as well.
This is a precautionary call to action, as NTMWD’s water purification capacity remains adequate for basic services including household use and for public safety. The ongoing regional drought coupled with increasing discretionary outdoor water use and irrigation has stressed the water purification and distribution systems. NTMWD must perform critical maintenance at its Wylie Water Treatment Plant Complex to restore that capacity.
The critical maintenance involves six sedimentation basins at the plant which take particles out of the water during the treatment process. These six basins help in the production of 210 million gallons of water per day. Due to peak water demands by customers, the accumulation of sediment has accelerated and impacted the ability for the plant to efficiently process water through the treatment process. Crews will be working around the clock to restore treatment capacity through these basins.
The week-long outlook by the National Weather Service Fort Worth/Dallas includes high temperatures with hot conditions and continuation of the current drought – which emphasizes the importance of this regional call to action to conserve water and reduce outdoor watering.

This helps us manage the weight of trash vehicles on our streets and confirm appropriate liability coverage. There is an application process in which Barnes is the only vendor that has provided a complete application form. Can you please reach out to your trash vendor asking them to send in an application by July 26th? They can get the application from our town secretary by emailing secretary@newhopetx.gov.
